CST Project Update for Leadership Teams and Governance Committees

Overall Project Status

  • Currently in week 10 of our 26-week Design Sub-phase.
  • Key Design Decisions are on track.
  • Submission of Team IBM (TIBM) deliverables is on track.

Organizational Readiness

  • Change Management held an initial teleconference with St Mary’s Hospital (the first site scheduled to go live) re: site readiness. An on-site visit is scheduled for June 25.
  • The Transformational Learning Manager has started and is working with Team IBM to develop the Learning Needs Assessment, using information about audiences and available resources submitted by staff from across the three Health Orgs.

Clinical Transformation

  • Last week, design teams attended integrated sessions, working with other teams to address: admissions; transfers; blood transfusion/patient response; and medication history/reconciliation. Regular design sessions resume this week.

Provider

  • The Provider team completed the design for all order sets for Wave 0.
  • General Admission & Discharge and Horizontal Order Set groups completed two of the documentation templates. 
  • A strategy has been developed to improve team performance and cohesion in preparation for Wave 1, and to solidify requests for additional resources.

Solution & Technical Transformation

  • The Unit Test Plan (tests the individual units of the clinical information system) was approved.
  • The Data Migration Proof of Concept was completed and presented to the Technical and Data Advisory Groups, and the design teams.

Governance Committees

  • The Project Steering Committee discussed access to information within the clinical information system; definitions of internal and external stakeholders; a "permission to contact" field in the registration module, to identify patients who are willing to be contacted for clinical research; and the considerable work required to validate, maintain, and update clinical content in the system.
  • The Data Advisory Group decided that printing the patient’s entire electronic Legal Health Record should only be done by Health Information Management, with exceptions granted based on need.
  • The Clinical Decision Group made key decisions about closing patient records post-discharge; and the number of patient charts that can be open at one time.
  • The Technical Advisory Group reviewed the devices required to align with the CST Master Test Strategy. A subcommittee is formulating options to acquire testing devices.

Organizational Readiness

  • The Change Management team is working on: collecting changes to the current state in preparation for a change impact assessment; continued stakeholder engagement for the Change Management Strategy; stakeholder analysis; recruitment for change management specialists; and planning for the “Lunch and Learn” series.

Clinical Transformation

  • The Patient Scheduling design team is working to identify all areas that schedule patients across the three Health Organizations. Scheduling experts from each area are being invited to a requirements workshop in order to work side by side with a builder.

Provider

  • Wave 0 will review remaining documentation templates via email.
  • Specialty leads will sign off Wave 0 order sets this week.
  • Preparing to kick off design sessions for Wave 1.
  • Working through draft order sets, aggregating then building in Zynx for provider review. To date for Wave 1, 41 order sets have been drafted and 12 built into Zynx.

Solution & Technical Transformation

  • The device and hardware requirements and associated costs to support all testing phase activities have been identified. We are currently working on cost reduction opportunities under the guidance of HSSBC and IMITS leadership.
  • The Design/Build team is working to determine the most appropriate source of truth for Provider data required for the system build. Sources investigated include the Provincial Provider Registry System (PRS) and Medical Affairs databases.
  • The Data Migration Strategy will be presented to the Executive Steering Committee, Data Advisory Group and Technical Advisory Group before going to Project Board for final approval.
  • The Technology Infrastructure team started work on a Single Sign-On Proof of Concept.

Governance Committees

  • The Privacy Working Group will develop and finalize the “Need to Know” access model, which will be used as the guideline for user/encounter-level security access.
  • The Clinical Decision Group escalated a decision about implementing medical devices to the Executive Steering Committee. Two decisions require further input from the Health Orgs: code status across organizations, and free-text allergy information.
  • The proposed devices to be purchased for testing will be presented to the Executive Steering Committee.
  • Next Technical Advisory Group meeting is on June 11.
  • Next Clinical Decision Group meeting is on June 23.
  • Next Project Steering Committee meeting is on June 23.
  • Next Data Advisory Group meeting is on June 26.

Transformational Learning Manager

  • Diana Trifonova started work on June 2. She will be working with her colleagues at CST and the three Health Organizations to develop the Transformational Learning Strategy, and to plan and deliver education before, during and after the implementation of CST. The Transformational Learning team will also work closely with Communications and Change Management to ensure cohesion and alignment of strategic priorities.
